While waiting for Mark2 to take your bait (or not) I'll offer my view. The answers to those questions lead right down the rabbit hole, where, in my experience, you will not tread. Therefore, I regard them as rhetorical, but for anyone who may be wondering:

1. What it says about the world is that American democracy has failed, particularly at the federal level. One might blame the electorate or conclude that large-scale democracy always fails, or (my preference) one might see ours as a sham.

2. We could discard many of the dirtbags by dismantling the federal government and returning sovereignty to the states. If we're careful, we can do it relatively peacefully, like the Soviet Union and the British Empire. If not, we can have a bloodbath like Yugoslavia and the Western Roman Empire.
