Chromebook is cheaper, but much slower, and has almost no hard-drive space. As it's a Google product, they expect all documents, photos, files, etc., to be in the Google cloud and their apps... which means you can't do anything with it unless you're online.
I suggest going to About Face Computers in TF and ask them for a modestly priced PC laptop.

Longer answer: What does he plan to use it for? By "laptop" I assume you mean laptop running Microsoft Windows operating system (there are also laptops running Mac OS -- they are pricier, but some people love them); Chromebooks run Google's Chrome OS. This link may be helpful:
